Child hurt during gunfire as deputy tries to stop suspect from carjacking BMW during chase, GBI says

The GBI said that she was sitting in the backseat of the car when she was hit.

SOUTH FULTON, Ga. — A man accused of kidnapping and aggravated assault led officers on a chase that ended in an attempted carjacking and a 5-year-old girl being hurt during gunfire on Monday morning, authorities said.

According to the Georgia Bureau of Investigation (GBI), the Dallas Police Department arrested 25-year-old Roshauny Mike Palmer on Sunday on charges of aggravated assault and kidnapping stemming from an incident that happened Sunday night.

The GBI said Palmer was handcuffed and placed in the back seat of a patrol vehicle. However, while he was in custody, he found a way to escape the vehicle. He then ran to his Dodge Charger and drove away, a release said. Police then released a BOLO for him and a Douglas County Sheriff's Office deputy subsequently located that car driving on I-20 East.

The deputy attempted to stop him, but Palmer allegedly did not stop his car. The deputy then performed a pit maneuver on the Dodge Charger, but the GBI said Palmer continued driving until it hit a tractor-trailer and came to a stop at the bottom of the Fulton Industrial Blvd.exit ramp.

An active investigation is currently underway at a BP gas station on Fulton Industrial Boulevard in South Fulton.

According to the GBI, Palmer then ran to a nearby BP gas station on Fulton Industrial Blvd, where he allegedly attempted to carjack a BMW at the gas pumps. The deputy then fired at the BMW, the GBI said. There were two adults and a child in the car.

The GBI said the child sitting in the backseat of the car was hit. The child's mother told 11Alive that her daughter, Skylar, is 5 years old. The Douglas County Sheriff's Office said she was hit by "what appeared to be a small ricocheting fragment from the officer's rounds." She was taken to a hospital and is being treated for her injuries. Her injuries were non-life-threatening, according to the sheriff's office.

Palmer was taken into custody by the Douglas County Sheriff's Office and is facing multiple charges from various agencies, the GBI said. The Dallas Police Department, in particular, has charged Palmer with the following:

  • Obstruction of law enforcement officers
  • Criminal attempt to commit murder
  • Battery - intentionally causing substantial physical or visible bodily harm to another
  • Battery - family violence
  • False imprisonment - family violence
  • Aggravated assault with the intent to rape, murder or rob
  • Terroristic threats
  • Kidnapping - family violence
  • Escape
  • Obstruction of law enforcement officers
  • Possession of a firearm or knife during the commission of or attempt to commit certain felonies
  • Reckless conduct
  • Theft by taking

The Douglas County Sheriff's Office has charged him with felony fleeing and attempting to elude. Also, the GBI has charged Palmer with hijacking a motor vehicle in the second degree, cruelty to children and obstruction.

The GBI will continue to conduct its independent investigation into this incident. Once done, the case file will be given to the Fulton County District Attorney's Office for review.
