The shooting took place at a party happening after the Elbert County High homecoming dance. The GBI did not detail what exactly led up to the shooting.
The arrest Thursday morning took place at a home in Lithonia, and Bell was taken into custody at the DeKalb County Jail with extradition to Elbert County pending. His charges will include murder, violation of the Georgia Street Gang Terrorism and Prevention Act, aggravated battery and four counts of aggravated assault.
