FULTON COUNTY, Ga. — A now-former Atlanta Police Department officer has been indicted on several charges, including murder in the deadly shooting death of a Lyft driver in May.
A Fulton County grand jury indicted Koby Minor, 34, on August 9. He is charged with murder, felony murder, aggravated assault with a deadly weapon, and possession of a firearm during the commission of a felony in connection to the killing of Reginald Folks, 35.
Minor is accused of shooting Folks to death on May 15 near the intersection of South Fulton Parkway and Stonewall Tell Road in Union City.


Minor told police at the scene that Folks had picked him up from another APD officer's home that morning. During the ride, Minor said Folks began to speak in an "unknown language."
An incident report showed that Minor believed Folks was in a "gay fraternity" and that he was trying to recruit and kidnap him.
Minor claimed he asked the driver to stop the car so he could get out, but Folks did not stop. He said he attempted to get out when the car was stopped at a red light at the intersection of South Fulton Parkway and Stonewall Tell Road, but the door wouldn't open.
He then said he saw the driver turn around and attempt to reach into the back seat. That's when he reached for his firearm and shot Folks three times, Minor confessed to police. Folks died at the scene.
Minor was hired by the Atlanta Police Department in July 2018. At the time of the shooting, he was on unpaid administrative leave after being arrested in Milton in December 2023, an APD news release said. Jail records show those charges were for having drugs that were not in an original container and for purchasing, possessing, or having control of any controlled substance in schedule III, IV or V.
Minor submitted his resignation to APD on the same day he was arrested for Folks' death.
