'At what point does he cross that line?' Neighbors say naked man has targeted community for years

A Nextdoor app post delved into several women cautioning others to look out for a half-naked man running around the neighborhoods for years.

DECATUR, Ga. — It started on the Nextdoor App. Rhiannon Brusco, a Cambridge Commons resident, was looking at the app on Sunday, when she saw a post called “pantless man.”

“Repeated people are saying ‘that’s the same guy, that’s the same guy,’” Brusco said.

The post delved into several women cautioning others to look out for a half-naked man running around the neighborhoods of Cambridge, Hampton Glen and, Leafmore Forest.

“It goes back into February of 2019,” Brusco said of the post.

She started talking to some of her neighbors and found out the issue possibly goes back even further.

“If this has been going on for the past six years and this person hasn’t been caught by the police, we need to take action as a community,” she said.

The post was complete with a couple of pictures of the man, wearing only a gray cutoff shirt, running in front of a window.

Mary Eugeno lives in the neighborhood next door to her mom. She’s the one who caught “naked man” on her security camera in 2017 after hearing her neighbor talk about him.

“I worry, at what point does he kind of cross that line. This is obviously something that he does because he gets something from it,” she explained.

In one picture, the man is walking to the left, wearing pants. But, in the series of pictures that follow, the man is running in the opposite direction, pant less, appearing aroused.

A quick walk through the Hampton Glen community and several neighbors say, they’re aware of him, simply referring to him as “naked man.” Most of the people who claim to have seen him, include elderly women, say his mood seems to change. Sometimes he’s calm and articulate while other times he struggles to form sentences. The women say they’ve seen him fully-clothed, half-naked and even fully naked at different times of the day.

Eugeno and said she hopes he’s caught, but she isn’t sure police are the final answer.

“I want him to get help,” Eugeno said.

Brusco agreed, adding the idea of her or her young daughter seeing the man in person, is unnerving.

“It’s very uneasy, it’s very uncomfortable and it’s something where you don’t want to be putting your trash out, going underneath your home doing something and be disturbed by this person. Or turn around at your dining room table and see someone peering in at you,” she said.

DeKalb County Police said they’re not familiar with any police reports regarding the flasher. 11Alive asked if they would investigate based on the information our station provided them. We’re waiting for a response.
