Roswell police arrest 3 in multi-jurisdictional trafficking operation

All three suspects face racketeering, sex trafficking and labor trafficking charges.

ROSWELL, Ga. — Three people are behind bars on charges related to human trafficking following a multi-jurisdictional operation, according to Roswell Police. 

Authorities served search and arrest warrants at seven locations across metro Atlanta, including Roswell, Alpharetta, Sandy Springs, Suwanee, and Tucker.

The individuals arrested were: 

  • Jeannot Joseph, 39, of Roswell 
  • Qin Zhen, 48, of Sandy Springs 
  • Jinpei Li, 72, of Norcross

All three face charges of racketeering, sex trafficking, and labor trafficking.

The arrests stemmed from an investigation launched in March by Roswell PD’s Special Investigations Section, which uncovered a criminal enterprise involving illicit massage services and prostitution operating out of various apartments in the region.

“This operation is another vital step in the City of Roswell’s ongoing fight to eradicate human trafficking and illicit activities in our community," Roswell Mayor Kurt Wilson emphasized.

During the operation, law enforcement identified one new victim, adding to the two victims located earlier this year as part of the operation, police said. Significant evidence of additional trafficking activities was also uncovered, prompting further investigation.

“Our success in this operation is a testament to the dedication and expertise of our officers, and the invaluable support of our partner agencies,” said Roswell Police Chief James Conroy. “This is more than just a victory for law enforcement; it is a significant step forward in our ongoing fight to protect the vulnerable and bring justice to those who exploit them.”
