Walmart shooting shrouded in questions due to heavily-redacted report

An ICE officer shot and killed a man in a Walmart parking lot, but details typically released in these incidents are being withheld by a local police department.

LITHIA SPRINGS, Ga. — It's been just over 48 hours since a man was found dead in his car from a gunshot wound in a busy Walmart parking lot.

11Alive has been asking Douglasville police for the incident report hoping to get answers about what led up to the gunfire. But when they finally sent it Tuesday afternoon, it was heavily redacted.

The shooting has been categorized on the report as a “willful killing.”

Initial reports suggest an off-duty Immigration and Customs Enforcement (ICE) officer shot and killed the man in the Lithia Springs business' parking lot Sunday.

But the initial incident report doesn’t even give that officer’s full name – only "O. Jones." 11Alive was later able to confirm his identity as 38-year-old Othello Lamar Jones.

In a statement Monday, ICE said the officer "discharged a personally owned firearm … resulting in the death of one person." It added that the officer was "not on duty at the time" and was traveling in a "personally-owned vehicle with his wife and children."

Still unknown - why the officer opened fire on 45-year-old Jonathan Liddell, killing him.

Typically, incident reports include a narrative that includes what officers found on the scene when they arrived or some witness accounts, but the one released by police included a mostly-blank narrative.

Instead, it merely said "death investigation."

Since receiving the report, 11Alive spoke to someone at the Attorney General's office who said this redacted report violates Georgia open records law.

11Alive reached out to the Douglasville city attorney, who also represents the police department. Meanwhile, Douglasville police called back saying they are working on updating the report.
