Atlanta cop accused of not helping man he hit, killed after blowing through a stop sign

ATLANTA -- Questions and concerns surround a crash where an Atlanta Police officer allegedly hit and killed a man on a moped after the officer ran a stop sign.

People in the community where the crash happened are accusing the officer of failing to render aid to the victim before EMS arrived.

An Instagram video circulating online is accusing 24-year-old Officer Ryan Chandler of not helping the man he hit with his vehicle last week near the intersection of Washington Place and Newcastle Street.

According to Georgia State Patrol, Chandler ran the stop sign during dismissal time near Washington High School. Fifty-nine-year-old Marvin King was riding his moped in the area.

GSP said the officer didn't have his emergency lights on at the time.

"I heard a boom and came straight down, that was crazy for me," said Armani Gonzalez.

He alleges, as many others who are sharing the Instagram video, that the officer did not render aid after the crash.

"The police officer wasn't trying to do CPR and stuff like that at first when the dude first got hit," Gonzalez said.

Gonzalez also posted pictures from the scene that show the aftermath of the crash. The damage to the officer's cruiser is seen in those pictures.

He said help only came when EMS arrived.

We're also told there's another video circulating online, showing an officer holding the victim.

11Alive took the community's concerns to APD. They referred us to the Georgia State Patrol, which is leading the investigation.

GSP said the crash report is not ready yet.

11Alive also asked if the officer, who is now on administrative leave, will face any charges. Authorities said this is still under investigation.

When 11Alive asked for body camera or dash camera video, we were told it would be provided to GSP first, as part of the criminal investigation.

Gonzalez and others in the community are hoping to get answers soon so that this doesn't happen to anyone else.

"That could have been me," Gonzalez said. "I just graduated high school, and for someone to just lose their life out of the blue. It's just so crazy.

"A dude just riding his bike through the neighborhood, all of a sudden get hit by a car and lose his life. A cop car at that," he said.
